Synopsis:

Canals in crisis appeal film as they struggle to find a role post commercial 1960's

A Government Minister called Daniel Prendergast inspects the waterways of the Grand Union Canal, he carries a briefcase and weras a suit and bowler hat.. Work on the Kennett and Avon canal by voluntary labour. Canal boats, locks. Fishermen on bank, Friesian cow drinking from the canal.
Prendergast on canal boat standing backwards gets his bowler hat knocked off going under a bridge. Pleasure boats moored at Aylesbury, Buckinghamshire. Swingbridge and public house at Winkwell, Hertfordshire.
Crane working loading grain onto a boat. Electric lock in action. Man sits at his office desk reading a report. He very obviously and theatrically drops the whole report into the bin beside his desk. Houses of Parliament. Short tilt up BBC Broadcasting House.
Prendergast's work comes to an end. His bowler hat floats on the water and is retrieved by a boy.
